SIR – Peter Leatherbarrow (Letters, December 6) asks where to buy a yellow jacket. He needs to be warned that a footnote in the Lisbon Treaty allows for the death penalty for civil conflict. It quotes from Article 2 (2) of the European Convention on Human Rights: “A state may make provision for the death penalty in respect of acts committed in time of war.” Presumably that also means civil war.
Anyway, it seems the EU is ready for all contingencies. Victoria Edge
