Political Civil Service
sir – Phil Coutie (Letters, March 6) is right that Conservative policies are rarely properly implemented because of a politically biased Civil Service.
Replacing top-level civil servants with appointees is why American administrations do not suffer from unelected interference.
It is surely a measure of the lack of political courage and leadership in Britain that this situation has been allowed to go on. The best one can say about Conservative manifestos is that they are lists of good intentions that turn out to be wishful thinking. The last manifesto was a fine example.
