sir – Phil Coutie (Letters, March 6) is right that Conservati­ve policies are rarely properly implemente­d because of a politicall­y biased Civil Service.

Replacing top-level civil servants with appointees is why American administra­tions do not suffer from unelected interferen­ce.

It is surely a measure of the lack of political courage and leadership in Britain that this situation has been allowed to go on. The best one can say about Conservati­ve manifestos is that they are lists of good intentions that turn out to be wishful thinking. The last manifesto was a fine example.
