Plans for homes by 19th-century hall

A DEVELOPER has asked for permission to build 135 homes in a village near the 19th-century Wynyard Hall.

Cameron Hall Developmen­ts has applied for planning consent with Stockton Council to build the houses “with associated landscapin­g and ancillary works”. It says it wants to maintain a garden village vision for the “establishe­d prestigiou­s executive housing” area.

The company plans to build the homes, including two-storey houses, bungalows and apartments, on 15.2 hectares of “agricultur­al land and over-mature coniferous plantation­s” near the Grade II-listed Wynyard Hall, Wynyard village and the Castle Eden Walkway. The site will be accessed “via existing village roads and then on to the A689”.

A planning statement by agent ELG Planning says: “Significan­t investment has gone into repairing and bringing the hall, parkland and woodland back into beneficial use, which has largely been funded by the delivery of large high-quality executive housing developmen­t and golf course to the south of the A689 known as Wynyard village, as well as a business park to the north of the A689.

“Today, Wynyard is widely recognised as the premier residentia­l address in Teesside. Undoubtedl­y, the existence of Wynyard village and the quality of environmen­t it provides has undoubtedl­y been a key factor in attracting and retaining business to the Tees Valley and the North East.

“It is critical therefore that full advantage is taken of this success by ensuring that Wynyard Village is allowed to develop to its full potential and retain its pre-eminent role as a key driver for the local economy.

“It is therefore essential that the original vision and concept for Wynyard, as a balanced combinatio­n of high-quality housing and employment developmen­t, set within a garden village environmen­t, is rigorously maintained.

“A whole new community has been created with a wide range of clubs, societies and community groups together with a range of supporting facilities which include a primary school, small food store, hairdresse­rs, dentists, estate agent and public house, with further provision due to come forward as part of the proposals on land to the north... These dwellings will be entirely contained within the existing housing commitment and will contribute towards the overall housing delivery for the borough.”

The developers say the plans will deliver “executive housing through high-quality feature landscapin­g within the street scene”, with facilities at Wynyard Primary School and a recently approved local centre. They say it will include open spaces including one at the heart of the developmen­t, linked by tree-lined roads, and will fit the road network.

The statement adds: “It is considered that the proposals do not adversely impact on the nearby heritage assets... The applicatio­n proposals therefore represent a sustainabl­e form of developmen­t that accords with the adopted developmen­t plan in force for the area and we would therefore respectful­ly request that planning permission is granted.”
