Stowaway owes NHS

Is Themba Cabeka, who survived stowing away on the wheel of a BA flight from Johannesburg, any different from illegal immigrants entering the country by crossing the Channel or hiding in a lorry? Why was he not sent back to South Africa after our NHS patched him up, together with an invoice for the total cost of his medical care?
