TRACEY CROUCH’S fan-led review

of English football made 47 recommendations. The principle proposals included an independent regulator and 10 per cent levy on Premier League transfers, with the increased revenue being invested in grassroots. It also suggested an ownership model that granted fans a ‘golden’ shareholding in the club, thereby giving them the power of veto over certain decisions, and a place on a ‘shadow board’ to make sure they were properly consulted by the club’s executive.
