We’ll pay ‘energy tax’

Sarah Vine suggests the Government should impose a windfall tax on energy firms instead of raising National Insurance contributions. Does she not realise this ‘windfall’ is money overpaid by the public on their energy bills and therefore is a direct tax on the public?
