Im­me­di­ate restora­tion of all specie, stocks, shares and all pa­per money be­long­ing to the in­vaded coun­tries; im­me­di­ate resti­tu­tion of the cash be­long­ing to the Na­tional Bank of Bel­gium, with resti­tu­tion of Rus­sian and Rou­ma­nian gold.

All sub­marines, in­clud­ing sub­ma­rine cruis­ers and minesweep­ers, to be handed over, and a large part of the Fleet de­mo­bilised.

Right to oc­cupy Heligoland as an ad­vanced base to en­force the terms of the ar­mistice.

Black Sea ports to he evac­u­ated, and Rus­sian war­ships handed over.
