Coll house planning permission approved
Planning permission in principle has been granted for a house to be situated at Arinagour on the Isle of Coll.
The decision on the proposal for land west of Kinfad, on the village’s Main Street, was made by Argyll and Bute Council planning officers this week.
One objection had been received from a member of the public, citing concerns over the privacy of a nearby cottage, and access and egress from the site. However, a planning officer from the authority ruled that the site was ‘a considerable size’ and was considered suitable for a single-storey house.
In a handling report, the officer said: ‘The application is seeking planning permission in principle with no detailed layout, design or infrastructure details having been submitted.
‘The purpose of this application is to establish the principle of development with the matters of layout and design to be addressed by way of future application(s) for approval of matters specified in conditions.
‘The site is an area of gently sloping and predominately grassy ground with a number of small rocky outcrops. The site is located in between two distinctive terraces of 19th century housing which face onto the public road and the sea beyond.
‘The terraced row to the north sits directly at the back of a narrow pavement fronting the public road. The terrace to the south is set back behind front linear gardens.
‘The site is considered to represent an appropriate opportunity for the development of a modest single storey dwellinghouse within the Key Rural Settlement of Arinagour and of a similar density and layout to the terraced row of dwellinghouses to the north of the site, without any significant adverse impact on the site or its setting within the wider landscape consistent with the policies and guidance outlined above.
‘The applicant has stated that no new altered vehicular access to and from the public road is proposed or any vehicle parking spaces are proposed.
‘The roads engineer has raised no objection to the proposed development subject to conditions regarding access at the junction with the public road to be upgraded plus the provision of an appropriate parking and turning area commensurate with the size of the development as well as the clearance of visibility splays.’
