New guidance issued on bullying

-

A “consistent and uniform” approach for recording bullying in Scottish schools is to be developed, the education secretary has announced.

John Swinney told MSPs “immediate progress” in this area was needed.

The new universal approach was unveiled as the Scottish Government published its refreshed guidance on bullying.

The “Respect for All” document comes after two Holyrood committees raised concerns about the issue.

The equalities and human rights committee said its recent inquiry had uncovered “a real sense that prejudice-based bullying is on the increase”. The education committee reported teaching of personal and social education (PSE) in Scotland’s schools is inconsistent and inadequate.

The picture was particularly concerning given rising mental health issues among young people, an increase in those experiencing identity-based bullying and the growth of social media use.

The refreshed guidance calls for all relevant council and school staff to be trained to recognise and respond to bullying locally.

Mr Swinney said: “Monitoring of bullying incidents is essential and helps organisations identify recurring patterns, ensuring early intervention and appropriate support. We need a consistent uniform approach to recording.”
