RAIB RECOMMENDATIONS
The Carmont report includes the following recommendations and learning points:
■ An enhanced drainage design process and management of construction.
■ A review of earthwork examination processes.
■ Improved weather mitigation.
■ Improved control room capability in the event of complex or unusual incidents.
■ Improved route management assurance.
■ Risk assess control measures for earthwork and drainage failures.
■ Review standards relating to guard rails at high-risk locations.
■ The possibility of strengthening lifeguards on HSTs for greater obstacle protection.
■ Glazing standards review.
■ Modification of folding tables to reduce injury.
■ Review previous research on secondary impact protection for drivers.
■ Determine allowable extent of corrosion in passenger vehicles.
■ Assess risk to vehicle occupants related to lack of crashworthiness on HSTs and similar pre-1994 stock.
■ Alternative battery design and fire-resistant casings.
