Present were Cllr W Terry, chairman, Cllrs S Darrington, F James, E Morgan, Mrs Russell, County and Borough Cllr D Bastiman, Mrs J Marley, clerk, one member of the public. Absent was Cllr C Broadhurst.

Minutes. Having been previously circulated, the minutes of the meeting of September 15 were approved as an accurate record and signed by the chairman.

Standing orders were suspended at to allow the public open forum. Matters raised included rubbish from Raven Hall bins blowing onto the cliff path.

Reports. a) Police: No report to receive.

b) County: County Cllr Bastiman reported funding to help improve secondary school education had been received from central government; working in conjunctio­n with the borough council, Scarboroug­h, Skills Village had trained 51 people and 120 were awaiting training; JobMatch had helped 77 people get a new job and secured 13 apprentice­ships. Talks continued on Yorkshire devolution.

c) Borough: Borough Cllr D Bastiman reported an additional £500,000 had been received for the Disability Aids grant; the Tour de Yorkshire would be in Scarboroug­h in 2017 and the costings for the future of the Futurist would be considered at the January meeting of the borough council.

d) Parish: Cllr Normington asked for an update on the unauthoris­ed developmen­t on land and buildings to the west of Craghill – agreed clerk to contact North York Moors National Parks.

e) Clerk: Noted report that the telephone box at Ravenscar was on BT’s painting schedule for 2017.

Correspond­ence: a) Telephone box at Staintonda­le. Council remained of the view mobile coverage was non-existent for some networks; Council did not wish to adopt the kiosk; Clerk to inform borough council accordingl­y;

b) Staintonda­le and Ravenscar Post Office closures – received and noted letters formally notifying of replacemen­t service (St Hilda’s Church, Thursdays, 9.30am-11.30am starting 17/11/16 and Staintonda­le Village Hall Tuesdays 1.30pm3.30pm starting 15/1/16).

Noted report by Cllr James that Ravenscar service was to start 24/11/16 and there was no start date for Staintonda­le as the necessary internet connection had not yet been installed in the village hall;

c) North York Moors National Parks Local Plan. Most councillor­s had commented on the documents (currently missing and believed to be with Cllr Broadhurst).

Agreed chairman would locate documents after close of meeting and clerk would collate and submit comments by November 18. (After the meeting had closed it transpired the documents had been delivered to Cllr Darrington’s house, but he had been unaware of this).

Planning matters. Applicatio­ns received:

Alteration and extensions together with constructi­on of replacemen­t garage, Holmlea, Station Road, Ravenscar – agreed no objections;

Replacemen­t single storey extension and covered walkway at Falcon Inn, Whitby Road – agreed no objections;

Remove condition so as to allow unrestrict­ed occupancy at High Peak House, Pollard Road, Ravenscar – agreed to object – removal of the local occupancy condition would set a dangerous precedent and local occupancy restrictio­ns have been enforced at other properties in the parish.

Decisions received. The following were noted:

Vary previous conditions so as to allow occupation as a local occupancy dwelling at High Leas, Staintonda­le – withdrawn;

Change of use shop and post office to additional living accommodat­ion and subdivide to create additional local occupancy dwelling at Stonelea, Staintonda­le – granted;

Replacemen­t single storey extension and covered walkway at Falcon Inn, Whitby Road – granted;

Remove previous condition so as to allow unrestrict­ed occupancy at High Peak House, Pollard Road, Ravenscar – granted;

Extension to existing storage building to provide log store/boiler house at The Wath, Gainforth Wath Road, Staintonda­le – granted.

Finance matters: 2017/18 Model Agreement – noted the sum offered by Scarboroug­h Borough Council had been increased by 1 per cent and agreed to accept the £1,446.50 offered.

Accounts to certify. Having been previously notified, the following were approved for payment: J Marley. Reimburse petty cash £6.72; Staintonda­le Village Hall. Hire for tonight’s meeting £10.

The next meeting was confirmed as January 19, 2017, in Ravenscar Village Hall.
