#Scotlandbill DEBATE surrounding the Scotland Bill in the House of Commons continued for a third day, with calls for Scotland to get extra powers on welfare. On Monday, Scottish Secretary David Mundell urged fellow MPS to vote down SNP proposals for full fiscal autonomy, saying it would leave Scotland £10 billion out of pocket.
