Residents can ‘share’ bins to avoid waste fee

People will be allowed to ‘share’ recycling bins with their neighbours once a new collection fee is introduced by a local authority.

Midlothian Council will become the second Scottish authority to charge a £35 annual fee for garden waste collection­s from March. The local authority is proposing measures to cope with the expected backlash, including allowing people to do deals with neighbours to share a brown bin.
