Fruits of labour?

Vulnerable children at an after-school club were given “credit” to buy sweets, fizzy drinks and crisps – and told to work off their “debts” by doing chores, a report revealed.

Why are there even sweets at an after school club when setting the table guidance doesn’t include sweets and chocolate! I’m all for children learning to tidy up after themselves, however, after-school clubs should not be holding sweets on the premises.
