Twenty years on from its establishment, examining how the Scottish Parliament works is understandable and Holy rood’ s chief executive has raised the subject of the way MSPS are elected with dual systems of first-past-thepost in constituencies and Regional List MSPS to reflect party strengths (your report, 11 May).
The Additional Member System was innovative at the time and could be more innovative were it to reflect the loss of appetite for politics and parties and the disengagement becoming more evident in election turnouts.
The list system would better reflect voter concerns were it to mirror voter turnout and electors abstaining from voting or simply not turning
up to vote. Consequently, if two out of five electors don’t vote, list members’ numbers returned to Holy rood are reduced accordingly by twofifths. That innovation could well see improved legislator performance.
