Guidance please

I agree with Brian Barb our (Letters ,12 September) that there is confusion about guidance (should do) and man - da tory actions( must do ), enforceable by law, or other regulatory procedures.

It would be good for all of us if the Scottish Government clarified this in their press releases and documents.
