A SADISTIC killer is to become the first prisoner in Scotland to undergo sex-change surgery on the NHS.

Paris Green – born Peter Laing – is serving a life sentence for sexually assaulting and torturing a man before beating him to death.

The 26-year-old has been taking female hormones and living as a woman in prison for the past five years.

But now – in a move intended to improve her ‘physical and mental wellbeing’ – she is to become the first prisoner in a Scottish jail to

receive full ‘gender reassignme­nt’ surgery while behind bars.

The operation, which normally costs around £20,000, is not performed in Scottish hospitals, which means Green will have to be transporte­d hundreds of miles to a hospital in England while being kept under constant guard.

Last night the family of Green’s victim reacted with anger and said the surgery should not be carried out – especially with the NHS under unpreceden­ted pressure.

In letters to The Scottish Mail on Sunday, Green confirmed her gender reassignme­nt surgery is going ahead. Writing from the women’s wing of HM Prison Edinburgh, she explained: ‘I am having the op, and pretty soon. The letter has went out [sic] to the surgeon asking him to take on my case.’

She acknowledg­ed that society can find some ‘trans people’ ‘scary’, but said: ‘We are normal.’

Discussing attitudes to gender-reassignme­nt, she wrote: ‘Not all of us see surgery as the final step or the completion of our transforma­tion.’ But she added: ‘We are the men and women we work hard to make our body look like... There was never any doubt of me not having the op.’ Green spent much of her childhood in care. Her mother had five other children who were all put up for adoption.

In 2011 she officially changed her name to Paris Green.

She was jailed for life and ordered to serve at least 18 years in prison in November 2013 after a jury at the High Court in Edinburgh found her guilty of murder.

The court heard Green – along with friends Kevin McDonagh and Dean Smith – lured 45-year-old Robert Shankland to her flat in Glenrothes, Fife, where they tied him up and tortured him for several hours, beating him so badly they left a footprint on his neck.

They also sexually assaulted their victim with a rolling pin.

While awaiting sentence, Green wrote to her mother complainin­g she had ‘nothing to wear to court’

and worrying about having no make-up while behind bars.

Sentencing the killers, Judge John Morris told them: ‘It beggars belief you could act towards another human in this way. You left the victim, even in death, without dignity.’

Yesterday the Scottish Prison Service said the treatment of transgende­r inmates was a matter for the NHS. If doctors recommende­d a long-term prisoner or lifer should receive surgery, the SPS would not stand in the way.

One senior SPS source said: ‘If the NHS specialist­s say that full sexchange surgery is necessary for a prisoner’s physical or mental wellbeing after years of taking hormones and living as a woman, the only debate would be about how best to manage it.’

Green’s surgery will create a security problem for the SPS as most Scots given gender reassignme­nt on the NHS are sent to the private Nuffield Hospital in Brighton.

Such a move would mean a 1,000-mile round-trip for Green who needs a 24-hour guard for days during travel, surgery and recovery.

Last night Mr Shankland’s sister Pauline Bell, 46, said she had great sympathy with transgende­r people but Green had forfeited her rights by committing murder.

She added: ‘What she did was awful. She should not be getting the operation on the NHS. It’s not lifesaving treatment.

‘She took somebody’s life away and destroyed a family. She destroyed my mum’s life and now she is being given this treatment so she can feel better?

‘The Prison Service says it’s about human rights – but she took away someone’s human rights in the worst possible way.’

Mr Shankland’s mother Mary, 74, said Green did not know the meaning of remorse, adding: ‘She shouldn’t get the operation. There’s folks needing vital treatment on the NHS, and they’re not getting it – but they jump through hoops for her.’

Last year the SPS confirmed it was holding a record 18 trans prisoners in custody.

For safety, most of the 13 male-to-female inmates and five female-to-male prisoners are held in female accommodat­ion.
