E-scooter madness

Why should drivers see their insurance go up due to e-scooter crashes, as you reported last week? The remedy would be simple at point of sale. Each scooter would be registered with a licence plate and subject to insurance and a small tax for using the roads. On a recent visit to Berlin, I noticed that all e-scooters, both private and those for hire, were registered. What is so difficult? Cars are registered at point of sale and cannot be driven off a garage forecourt without insurance or road tax. Sharon Waters, London
