The Olympic Games are the people’s games. Yet at the opening ceremony in Tokyo, in an arena with a capacity of 68,000, only 1,000 officials and dignitarie­s were allowed in to spectate.

Dignitarie­s and officials received privileges denied to lesser mortals. A ballot could have taken place to select 1,000 ordinary members of the public.
