Mulch is a magic ingredient that protects plants from cold weather and improves the soil, but it also serves as a buffet for the birds that root around in it in search of insects and worms. Whether compost or leafmould, spread at least a couple of inches deep. Spread mulch on damp soil and run a hoe through the surface if weeds start to appear.
