Report says killer had ‘raping room’ in Hanwell

THE West Drayton serial killer Levi Bellfield had an infamous raping room in his Hanwell flat where young girls were given date rape drug GHB.
So states a report on the killer, seen by The Sunday Times, and written by former child sexual exploitation manager at Hillingdon Council, Debbie Weissang, in December last year.
The 50-year-old - who raped and murdered 13-year-old Milly Dowler – was jailed for life but may have been part of a paedophile group with six other men who have yet to face justice, the report claims.
Ms Weissang states: “The men of interest have conditioned themselves to believe they have done nothing wrong and are untouchable.”
She added that she was deeply concerned about the risk that still remains from the other six men both in the community and online.
The report was passed on to Scotland Yard, who are currently investigating the full extent of Bellfield’s crimes.
Bellfield is known to be responsible for the deaths of Milly Dowler, Marsha McDonnell and Amelie Delagrange between 2002 and 2004.
Schoolgirl Kate Sheedy, who Bellfield attempted to murder in 2004, would go on to bravely testify against him in court, helping to bring him to justice.
But detectives believe he could be linked to an unknown number of other incidents and sex crimes.
In her report, Ms Weissang claims there are 17 alleged victims of Bellfield’s gang, with the most recent claim taking place just last year.
The majority of the supposed gang’s victims are vulnerable girls who were often in care.
One alleged gang members named in the report is Victor Kelly, who is on the sex offenders’ register for life after offering a 12-year-old girl cocaine in exchange for sex in 2005 at the age of 62.
Ms Weissang’s report argues the police and the council need to carry out a “full review” to bring the remaining gang members to justice.
A Scotland Yard spokesman said: “Any allegations of Child Sexual Exploitation contained in the report will be assessed and be investigated where appropriate.”
A Hillingdon Council spokesman added: “Following completion of the report the information was carefully reviewed by Hillingdon Council’s Head of Safeguarding in partnership with the Metropolitan Police to ensure a timely and proportionate response.
“A dedicated police resource was also assigned to review the information. Hillingdon Council’s Children’s Social Care team conducted numerous safeguarding checks including liaison with all relevant agencies.”
