Fines should have been transposed

DOES anyone else think that the fine given to a lorry driver with a phone in each hand (£200) and the fine given to an e-scooter rider (£1,000) should have been transposed?

A 44-tonne lorry on a motorway is a lethal weapon, if not driven with full attention – much more so, in my opinion, than an e-scooter.

The scooter rider should have been given the £200 fine, and the lorry driver fined £1,000 plus points on his licence.
