The Government tried desperate measures to stop the flow of gin, which was leading to high levels of drunkennes­s and social irresponsi­bility. The 1735 Spirit Duties Act taxed sales and imposed a system of licences.

In fact, only two licences were ever taken out – people just took to producing low-quality illicit gin. Consumptio­n began to rise, despite the danger of poisoning.
