w parishchest.com the frames of industrialists who paid fairly. With trade unions outlawed, this was the only way that communities felt they could improve their lot. Despite government repression, the Luddites were successful when many mill owners agreed to increase their rates of pay.
There may have been evasion of the enumerators, because householders feared that their information would be used to establish liability to pay income tax, or for conscription. Despite such apprehensions, the returns were judged to be more full and accurate than those of 1801. Even if there were individual omissions, every region was covered as they were not 10 years earlier.
