There may have been evasion of the enumerator­s, because householde­rs feared that their informatio­n would be used to establish liability to pay income tax, or for conscripti­on. Despite such apprehensi­ons, the returns were judged to be more full and accurate than those of 1801. Even if there were individual omissions, every region was covered as they were not 10 years earlier.
