A barmy council in Devon has told a pub it needs to have planning permission to keep its Shetland pony, Patrick, in the garden. Patrick has become a local celebrity in Cockington thanks to his love of a pint at The Drum Inn. But the council has sparked outrage. Torbay MP Kevin Foster blasted them and said it had made itself a ‘complete joke’. Patrick agreed, neighing, ‘Mine’s a Guinness.’
