The main challenge is the Tenant Fees Act (2019). This law places a cap on deposits and additional fees landlords can charge tenants. While this protects tenants from being exploited, it means that it is illegal for landlords to ask for a pet deposit.

“Currently, there is a cap of five weeks rent that landlords can charge as a deposit,” explains Jennifer. “The aim of the campaign is to see the list of payments landlords can charge in addition to rent changed so that either: one, landlords can stipulate that insurance is held to safeguard against the costs if a pet damages a property.
