10 ports of the Dnipro River

The Dnipro is the most-used river in Ukraine, with 10 ports and 13 load­ing ter­mi­nals, but the South­ern Bug and the Danube are also ma­jor cargo routes, ac­cord­ing to re­search con­ducted by Nobles For­tune in 2015. All three lead into the Black Sea.

The big­gest uti­lizer of Ukraine’s rivers to­day by far is Nibu­lon, a lead­ing grain and oilseeds ex­porter. In light of Ukraine's poor river in­fra­struc­ture, the com­pany has built its own fleet of tugs and barges, as well as sev­eral el­e­va­tor com­plexes and ter­mi­nals.

The com­pany has re­peat­edly lob­bied not for the sin­gle fee pro­posed un­der the new law, but the can­cel­la­tion of all fees. In­stead, Nibu­lon wants an ex­cise tax to be in­tro­duced on ship fuel, which would then be rein­vested into river in­fra­struc­ture.
