Building purchase OK’d
County to use East Greenbush site for several agencies
The Rensselaer County Legislature on Tuesday approved the purchase of the former Rose and Kiernan property at 99 Troy Road, according to County Executive Steve McLaughlin’s office.
The move will allow the county to improve and better use office space, McLaughlin said. The county will also be able to move away from more costly and less efficient long-term space rentals for needed county services, he said.
Purchase price is $5.2 million and includes other costs, McLaughlin said. The resolution authorizes the financing of another $1.8 million and $3.8 million in energy performance improvements. The project includes improvements to the existing county office building in downtown Troy and the adjoining Health Department building.
The building was owned by Rose and Kiernan. The insurance company was acquired in 2020 by insurance brokerage firm NFP. It operates from the Corporate Woods office complex in Colonie.
Under the plan, a significant number of governmental services now located at the county office building will be moved to the East Greenbush offices. Two services at rented space at Flanigan Square in North Central Troy will be relocated.
Department of Social Services offices will largely move to the current county office building, and the probation department at Flanigan Square will move to the health building. Further details on reconfiguration or moving of offices will be announced in the coming weeks.
Legislators approved the purchase in a 12-6 vote, according to McLaughlin.
Some legislators earlier had expressed concerns about the deal. East Greenbush Supervisor Jack Conway, a Democrat, said the purchase would take the building off the tax rolls.
