Capital Region Best Mom of the Year’s crowning glory
Patricia Joyce- O’toole of Voorheesville is crowned the 23rd annual Capital Region Best Mom of the Year on Sunday, the final day of the Tulip Festival in Albany. The city of Albany and St. Peter’s Health Partners Maternity Care, a member of Trinity Health, sponsored the contest to celebrate mothers who are committed to their families and communities.
