TERRI NIKOLE BACA has been promoted by AT&T to state president of AT&T New Mexico. Baca, who joined the company in 2015, will lead all external, government and public affairs efforts in New Mexico, focused on supporting infrastruc­ture investment and community engagement statewide. She also previously worked as the senior vice president of public policy at The Greater Albuquerqu­e Chamber of Commerce; as policy director for a national education nonprofit; and as a legislativ­e counsel to U.S. Rep. Ben Ray Lujan. Baca has a bachelor’s degree in finance; and a law degree from the University of New Mexico.

USDA RURAL DEVELOPMEN­T has promoted two staff members. They are Samantha Martinez, housing director for the state of New Mexico. Martinez will oversee the yearly funding of about $60 million for all Rural Developmen­t housing programs in rural New Mexico.

Kim Umezu Water and Environmen­tal Program director for the state. Umezu will oversee the yearly funding of about $60 million for infrastruc­ture and community projects for rural communitie­s in New Mexico.
