Where will the ‘additional’ pot revenue come from?

RE Recreational pot Where is the $300 million revenue going to come from? Replace illegal sales or medicinal pot sales if it’s cheaper? What if illegal pot is cheaper? How does this translate into $30 million in (tax) revenue. Who loses out? Tobacco sales, vape sales, food sales? Will it be exported to other states? Will it bring in sales to people from outside New Mexico? Has this been thought out?
