PALM­DALE — A re­vised agree­ment be­tween the Palm­dale Fin and Feather Club and its land­lord, the Palm­dale Wa­ter District, will pro­vide free hon­orary mem­ber­ships and vol­un­tary mem­ber­ships to a greater num­ber of District em­ploy­ees.

The District’s Board of Direc­tors, on Mon­day, ap­proved an amended agree­ment grant­ing the ad­di­tional mem­ber­ships.

The Palm­dale Fin and Feather Club has long leased District prop­erty at Lake Palm­dale for the use of club mem­bers. The lease agree­ment has in­cluded free hon­orary mem­ber­ships for direc­tors and man­age­ment per­son­nel.

Vol­un­tary mem­ber­ships, of­fered at ei­ther a spe­cial rate or by work­ing at the club for a to­tal of 24 hours, have been avail­able for other District em­ploy­ees and re­tired em­ploy­ees with 15 or more years of ser­vice.

Un­der the amended agree­ment ap­proved Mon­day, hon­orary mem­ber­ships are also ex­tended to those em­ploy­ees con­sid­ered ca­reer-sta­tus with at least five years with the District.

Vol­un­tary mem­ber­ships will be avail­able for em­ploy­ees with less than five years’ ex­pe­ri­ence.

Ac­cord­ing to the agree­ment, the to­tal num­ber of District mem­ber­ships with the club is lim­ited to 100.

“The rea­son we wanted this in the lease is so that no­body can take it away from you,” Club Pres­i­dent Joseph Beach said.

Changes in pol­icy have been made in the past, with changes in of­fi­cers. Mak­ing it part of the lease will pre­vent such changes, he said.

“Our em­ploy­ees re­ally ap­pre­ci­ate that, be­cause what bet­ter place to hang out than the Fin and Feather Club right here,” Di­rec­tor Robert Al­varado said.

The Board also ap­proved con­tracts for two main wa­ter line re­place­ment projects dur­ing Mon­day’s meet­ing. Both projects were sub­ject to bid­ding and the Board se­lected the low­est re­spon­si­ble bid­ders.

One con­tract, for a max­i­mum $172,500 was awarded to Bob O. Con­struc­tion of Lan­caster, to re­place the wa­ter main line on Av­enue V-5.

This project will re­place 1,750 feet of both three-inch and two-inch pipe in an area that has had nu­mer­ous fail­ures re­quir­ing emer­gency repairs, ac­cord­ing to the staff re­port.

The Bob O. Con­struc­tion bid was the low­est of four re­ceived, with the next-low­est bid com­ing in at nearly $25,000 more. The firm was also the only lo­cal com­pany bid­ding, ac­cord­ing to the staff re­port.

The sec­ond con­tract was for a max­i­mum of $278,600 to Kirt­ley Con­struc­tion of San Bernardino, to re­place the wa­ter main on Av­enue P for 1,500 feet, from 25th Street East to the east.

This project will re­place the 16-inch pipe­line, which has also been the site of nu­mer­ous leaks, En­gi­neer­ing Man­ager

Scott Rogers said.

“This is a prob­lem­atic area,” he said. It is be­lieved the pipes be­ing re­placed are from the 1960s.

The con­trac­tor is new to work­ing with the District and their bid came in about $90,000 less than the next-least ex­pen­sive of four re­ceived, Rogers said.

“We’re look­ing for­ward to work­ing with them on a suc­cess­ful project,” he said.


The lease agree­ment be­tween the Palm­dale Wa­ter District and the Palm­dale Fin and Feather Club for prop­erty at Lake Palm­dale has been amended to pro­vide free hon­orary mem­ber­ships to more District per­son­nel and vol­un­tary mem­ber­ships that may be ful­filled through work­ing for the club. The club pro­vides recre­ation at the lake that is a reser­voir for the District’s wa­ter sup­ply.
