3 NLR alderman slots to be decided in Tuesday elections.

Three alderman positions in North Little Rock will be decided Tuesday, with perhaps the hardest-fought campaign going on in Ward 4.

Incumbent Charlie Hight and Ward 4 opponent Jane Ginn have raised and spent the most money of any aldermen’s race in North Little Rock this year, according to campaign contributi­on and expenditur­e reports filed last week.

Ward 2 Alderman Maurice Taylor is running against Donald Williams. In Ward 3, Alderman Bruce Foutch is in his first general election and has two opponents, Darrell Montgomery and former Alderman John Parker.

Hight, 65, who recently retired from inventory control at Glazer’s Distributo­rs, is seeking a fourth four-year term on the City Council. Hight reported $9,200 in campaign contributi­ons and expenditur­es of $5,539.

Ginn, 62, a retired purchasing agent from RP Holdings, reported spending $7,850 after raising $5,039 in contributi­ons and personally lending herself $3,000.

In Ward 3, alderman turnover isn’t unusual. Since 2004, seven men have filled Ward 3’s two City Council seats. Incumbents have lost three times in regular or special elections. Two aldermen resigned over federal crime conviction­s and there have been two open races.

Foutch, 58, director of contract service at Pathfinder Inc., is running for his first full term, having won a special election in March 2011. Montgomery, 45, a contract specialist with the U.S. Army Corps of Engineers, is a North Little Rock School Board member. Parker, 65, district circulatio­n manager for the Arkansas Democrat-Gazette, is also running for the open mayor’s position.

Taylor, 49, a real estate agent, is running for a second four-year term. Williams, 54, an Arkansas Department of Correction law enforcemen­t officer, also ran for alderman in 2010.
