PRESCOTT — After deliberating since 11 o’clock this morning the jury in the case against James F. Black, Texarkana banker, charged with permitting the deposit of funds in the Texarkana Trust Company at a time when that institution was alleged to be insolvent, this afternoon at 6 o’clock returned a verdict of not guilty and the defendant was discharged until the January term of court, where he will be called upon to defend three similar cases growing out of the failure of the same institution.

A $ 100,000 lawsuit was filed Friday in federal District Court, claiming that negligence by the Pulaski County sheriff ’ s department contributed to the death of Cornelius Williams, 35, who died of a head injury inflicted when he fell or jumped from a top bunk in the Pulaski County Jail June 12. The suit also asks the court to declare unconstitutional a 1903 state law that requires the state and counties to provide separate jail cells, bunks, bedding and dining facilities for white and Negro prisoners.

Backers of a proposal to legalize lotteries in Arkansas received official notification Monday they fell 15,000 short of the 68,855 signatures needed to put their proposal on the ballot. Robert Walker of Vilonia, a leader of Arkansas for a Legalized Lottery, said the group will begin immediately trying to secure the needed signatures for the constitutional amendment. The group needs verified signatures from 10 percent of the number of voters in the last gubernatorial election.

Several hundred Win Rockefeller supporters attended a rally Saturday in honor of the lieutenant governor, who dropped out of the 2006 governor’s race last week because of a blood disorder. Rockefeller, who did not attend the rally, announced Tuesday that he needs a bonemarrow transplant to treat an unclassified myeloproliferative disorder, which could lead to leukemia. Organizers of the rally, which took place in the lobby of Little Rock’s Statehouse Convention Center, collected signatures of supporters who wanted to give blood and join the Minneapolis- based National Marrow Donor Program registry. Participants signed poster board cards that read, “We Love You Win.”
