DOROTHY EARNHEART BISBEE, 97, of Little Rock passed away Sunday, May 21, 2017. She was born February 9, 1920 to Minnie and Ben Earnheart. She was preceded in death by her parents; husband, Frank Nadine Bisbee; son, John Bisbee (Millie) and two grandsons, Terry Bisbee, Travis Bohot. She is survived by her sons, Bob, Charles (Carolyn), Jimmy (Donanne) and Joe (Shannon); daughters, Sue Finley (Curt), Sharon Clark (Robert) and Betty Bower (Brian); several grandchild­ren, great-grandchild­ren, nieces and nephews. –––––❖––––– JAMES ROYCE BROWN, 88, of Little Rock, passed from this life, May 22, 2017. He was born June 8, 1928 in Bolivar, Tennessee to Roye and Louise Brown (deceased). He is survived by his wife, Freddie Jean Kirk of the home; son, James Richard Brown (Tina) of Little Rock; two grandsons, James Robert Brown of Little Rock and Thomas Reid Brown of Fayettevil­le, Arkansas; two sisters, Royelene (George) Pulliam and deceased, Barbara (Max) Grant, all of Bolivar, Tenn.; brother Cullen (Joan) Brown of Gonzales, Louisiana; and he also leaves behind many nephews, a niece and friends.

Jim married the love of his life, Freddie Jean Kirk in 1950. Shortly afterwards, he left to serve his country in the US Army during the Korean War from 1950-1952. He returned from the war and worked with his father building houses in Bolivar. He decided to use his GI bill and enrolled at the University of Tennessee. He received his Bachelor of Science Civil Engineerin­g in 1956. He worked for Texaco, Inc. – New Orleans, Louisiana, September 1956 thru June 1957; Koppers Company Unit Structures – Magnolia,

Arkansas, June 1957 thru June 1968; Koppers Company, Inc. – Pittsburgh, Pennsylvan­ia, June 1968 thru May 1972 before moving to Little Rock. Here he joined Engineerin­g Consultant­s, Inc. where he eventually became partner and then president. In 1988, he was so proud when his son was able to join him in business. He was a member of National Society of Profession­al Engineers, Arkansas Society of Profession­al Engineers, American Society of Civil Engineers, Fellow Committee on “Structural Condition Assessment & Rehabilita­tion of Building Standards”, Subcommitt­ee on “Seismic Rehabilita­tion of Buildings”, Committee on “Design of Engineered Wood Constructi­on Standards,” American Institute of Timber Constructi­on, Past Member: Technical Advisory Committee and Past Chairman: Technical Review Board.

He enjoyed his profession of structural engineerin­g for over 56 years. He enjoyed hunting, fishing and being with his family. He took joy in his son and grandsons, watching and supporting them in their endeavors.

–––––❖––––– GARY A. DAVIS, 69, went to be with the Lord on Saturday, May 20, 2017. He was loved by many for his kind and caring heart. Gary dedicated his life to advocating and helping those in need. He will be profoundly missed by those who were blessed to know him.

Gary was born in Jonesboro, Arkansas, on January 28, 1948, to Ann Elizabeth Davis and Leonard Ardell Davis, both of whom predecease­d him. He is survived by many family members whom he held dearly in his heart. Gary was blessed with a son, Mark A. Davis of Little Rock, and his wife, Tammie, and their two children, Mason and Abigail, all of whom were the apple of his eye and a favorite topic of conversati­on with his friends.

Gary is also survived by his husband and partner of 35 years, Rick Fleetwood of Little Rock. He and Rick had a special bond and were truly partners walking through this life together. Gary is survived by two beloved younger sisters, Judy Duncan and her husband, Jim, of Jonesboro, Arkansas, and Lisa Leatherwoo­d and her husband, Jim Bob, of Orlando, Florida. He is also survived by his nieces, Elizabeth Pickering and Jessica Rayburn, and his nephew, Aaron Davis, as well as many other family members and dear friends.

After graduating with a Master’s of Education from Arkansas State University, Gary began his career in Jonesboro as teacher at Nettleton Elementary School while at the same time serving part-time as a Lieutenant in the U.S. Army Reserve. After several years of teaching, he saw a need for helping children who had been abused and neglected. Gary’s heart led him to accept a position with the nonprofit S.C.A.N., Suspected Child Abuse and Neglect. He passionate­ly advocated for protection of abused and neglected children and ultimately became S.C.A.N.’s state director. Gary served in this position for many years when he felt his heart pull him in a new direction, one in which he shifted his focus to helping individual­s with disabiliti­es by becoming the state’s Director of Developmen­t for United Cerebral Palsy. Once again, Gary poured his heart into his job and was promoted to the National Director of Affiliate Relations for U.C.P. Since retiring, Gary has volunteere­d and served many different charitable organizati­ons. Most recently, he greatly enjoyed giving his time and energy to the Arkansas Governor’s Mansion Associatio­n. Gary has definitely left us all with a legacy of tirelessly giving of himself to make a difference in the lives of others. His heart was filled with love and respect for all, and his life is evidence of that.

Gary was blessed in many ways. He was a gifted pianist, a marvelous cook, and a gracious host who loved to entertain in his home. Gary was well known for his impeccable sense of style and creative vision. He loved to travel, whether being pampered aboard the Queen Mary or sipping cocktails with friends in Costa Rica. He enjoyed Razorback football and the tailgating even more so. Gary was also never shy about sharing his quick wit with his family and friends. He was truly one of a kind and will be greatly missed.

–––––❖––––– FLORENCE LATITIA “TISH” MILLER, age 88, a resident of Little Rock for 37 years, died on May 20, 2017. She was born on July 16, 1928 in Detroit, Michigan. Her parents were Nicholas and Latitia M. Pierce. She graduated from Plymouth High School in Plymouth, Michigan and received a BA - Design degree from the College of Architectu­re and Design at the University of Michigan. After graduation she was employed as a designer in a New York architectu­re firm as well as two Detroit engineerin­g firms and the Ford Motor Company Styling Studios. When she married her husband, Dr. David Miller, in 1967, she was assistant art editor for a national engineerin­g magazine. Her first marriage, to George Durbin, ended in divorce, though she always said she got a bonus of a wonderful daughter. Tish and her parents raised Latitia Margaret until, after marrying David, she shared parenting duties with him. The couple set a pattern of moving every four years as her husband’s career took them to New York’s Long Island; Indianapol­is, Indiana; and Houston, Texas. The pattern was broken when they moved to Little Rock in 1980. Tish made every new place a home for her family and built lasting relationsh­ips with new friends.

In whatever city she lived she entered enthusiast­ically into community activities. In Detroit she was a member of the Society of Women Engineers, the Sports Car Club of America and her sorority, Alpha Delta Pi. In New York and Houston she was active in Newcomer Clubs. In Little Rock she served as president of the Old State House Museum Associates, and led tours of historic Arkansas. She was selected to be a member of the second class of Leadership Greater Little Rock. She was on the board of the Historic Preservati­on Alliance of Arkansas and represente­d her husband’s company, Miller Research Group, in Central Arkansas Executive Associatio­n. She was also president of the Pleasant Valley Garden Club, and was active in various churches throughout her life.

Tish loved to travel, as did her parents. By the time she entered high school she had visited 46 of the then-48 states of the union. She and David continued to explore the world as he lectured aboard cruise ships sailing the Alaska coast, the Iberian Peninsula, the Panama Canal, and the Caribbean, and as they traveled the Mississipp­i River on a sternwheel paddleboat and rode the American Orient Express train from New Orleans and Washington, D.C. They also visited Little Rock’s sister cities in Kaohsiung, Taiwan; Ragusa, Italy; Mons, Belgium; Newcastle-upon-Tyne, England and Changchun, China. And she visited the last four states, to make it an even 50. Their favorite destinatio­n was Hawaii, where they vacationed many times.

Tish Miller is survived by her husband, David; her daughter, Tisha Doppler (Steve) of Highlands Ranch, Colorado; their three children, Andrew, Michael and Carolyn; her step-son, David Scott Miller (Ruth), and their two children, David and Christophe­r, of Blue Hill, Maine.

The life of this vibrant, generous and talented woman will be celebrated in a memorial service at St. James United Methodist Church on Wednesday,May 31 at 2 p.m. Rev.

–––––❖––––– CABOT — Archie Wren Willis, 63, of Cabot passed away peacefully Saturday, May 20, 2017, after a short period in the Veterans Hospice Center in Little Rock, Arkansas. He was born on December 8, 1953 to Nell Grace and the late William Willis in Dillon, South Carolina. Mr. Willis served 20 years as a Master Sergeant in the United States Air Force and worked at the VA Hospital for the Security Police. Archie also worked for Real Estate Central of Cabot as a Realtor. Archie leaves behind a legacy of a family business, A&P Willis Properties, and has several rentals in the Cabot area. Archie loved and cherished his seven grandchild­ren.

He is survived by his loving, faithful wife of 43 years, Pam Willis; his daughters, April (Scott) Davis and Jannell (Mike) Atkins, both from Cabot; seven grandchild­ren, his mother, Nell Grace Willis and his sister, Tamera (Ronnie) Canady, both from Parkton, North Carolina.

–––––❖––––– MAGNOLIA — Earl Wayne “Red” Lockett, 89, of Magnolia, Ark. died Friday, May 19, 2017 at the John R. Williamson Hospice House in El Dorado, Ark. following months of bravely fighting Leukemia.

He was born April 25, 1928 to the late James “Jim” Newton and Lora (Grimmett) Lockett in Stephens, Ark. Growing up he loved fishing, excelled in sports in softball, baseball, basketball, and football.

Earl graduated from Magnolia High School in 1946. After graduating he chose to enlist in the United States Army during the German occupation, where he served in Bad Tolz as a military police officer with the “Big Red One” Division. He played on the Army softball and basketball teams while there.

Upon returning home in 1948, he went to work on a drilling rig. In 1953 he met his future wife of 62 years, Janice Davis and was married on June 5, 1954. They moved to Hobbs, N.M. where he became employed with Baker Oil Tools as a service engineer for six and a half years. He transferre­d to Baker Internatio­nal to work in the Lake Maracaibo and Anaco, Venezuela areas and Columbia for four years.

He and Janice returned to the States in 1963, settling in Hope, Ark. and became establishe­d in the self-service and automatic car wash business and also raised broiler chickens. He enjoyed bowling, where he rolled a couple of 550 scores; playing golf and bridge.

In 1980 he sold the car washes, moved to Magnolia and went to work in the oil fields as a consultant with Ralph Goble at J.W. Operating Co. In 1988 the oil industry slowed down and he moved on to El Dorado to be the brine foreman for Arkansas Chemical in Wesson. In 1996 he retired from Great Lakes Chemical. A year later moved back to Magnolia to the Lake Wood town Homes where he was Vice President and President off and on for seventeen years. He played golf almost every day unless it was too hot, wet, cold, or too many leaves or did not feel like it.

He was a wonderful person, good natured, got a long with everyone, kind, helpful, and dearly loved by all. There was little he would not tackle. He was very ingenious and could always find a way to do anything.

He was preceded in death by his parents; baby sister, Joyce Dean; older brother, John Edward and wife Zelta; nephew, Johnny Lockett; great-niece, Katy Marie Lockett; and many extended family of Grimmetts, Locketts, Birchfield­s, and Baileys. Earl is survived by his wife, Janice Lockett of Magnolia; nephew, Ronny Wayne Lockett and wife Nancy of Zachary, La.; brotherin-law, Jerry Wayne Davis and wife Donna Lou of Hobbs, N.M.; nephews, Scot Davis and Neal Davis of North Olmsted, Ohio; niece, Cathy Davis of Kaysville, Utah, Jadi Davis of Hobbs, N.M., Kaci Haskell and husband Bryan of Dallas, Texas; great-niece, Jaci Fay Haskell of Dallas, Texas; great-nephews, Jeremy Lockett of Baton Rouge, La., Alan, Clint, Bret, and Brad Davis of North Olmsted, Ohio, Tye Haskell of Dallas, Texas, and Clay Northcutt of Hobbs, N.M.

–––––❖––––– MOUNT VERNON — Ret. Col. Sherman L. Owens of Mount Vernon, Arkansas received his heavenly reward on Friday, May 19, 2017. He was born August 7, 1951 to Cleatus and Lorene Owens in Conway, Arkansas. He was an active member of the First Baptist Church of Floyd where he faithfully served the Lord with all his heart. He loved his church family where he enjoyed worshiping and serving in a church family that nurtured his journey of faith and provided a variety of ways for him to live out his call to disciplesh­ip. Sherman was an active member of Nailbender­s for Jesus Constructi­on Ministry. He was an avid

golfer, loved spending time with his most cherished friends hunting, fishing, and sitting around a camp fire telling stories. He was a loving and devoted husband who loved his wife Juanita with all of his heart. He loved his children, grandchild­ren and enjoyed spending time with his family and friends.

He began his career in the Arkansas Air National Guard in 1969 as a Precision Photo System Repairman. He separated after completing his initial six year enlistment, but re-enlisted in 1978 and cross-trained into the financial community as a General Accounting Specialist. He earned distinguis­hed graduate honors from the Academy of Military Science, Profession­al Education Center, Knoxville, Tennessee in 1983 and commission­ed a Second Lieutenant.

He served as a Budget Officer, Cost Analysis Officer and was selected as the Comptrolle­r of the 189th Airlift Wing, Little Rock AFB, Arkansas in September 1991. In 2004 Colonel Owens was selected the Total Force Advisor to SAF/FMB. Before being selected for the position as Deputy Director, Colonel Owens served six months as the Chief, Financial Analysis Division. In his position prior to retiring he assisted the Director for planning and directing execution of the Air National Guard’s operation and maintenanc­e as well as military personnel budgets. He also assisted the Director in leading a staff of 65 military and civilian financial management personnel who develop, integrate and justify readiness and personnel budgets for the ANG and defend requiremen­ts as they are addressed by the Office of the Secretary of Defense, the Office of Management and Budget, and Congress.

He is survived by his loving and devoted wife, Juanita Owens; loving children, a daughter, Sonja Nelson (Bob) of Sherwood; a son, Brad Owens of Chicago, Illinois; and a brother, Ronald Owens, of Cabot; a sister, Kathy Owens of Maumelle; three grandsons, Albert Rob Nelson, Chance Owens Nelson and Nash Alan Nelson; and a host of extended family and friends.

The family will receive friends and loved ones at the Smith – North Little Rock Funeral Home, 1921 Main Street, at 9 a.m., Wednesday, May 24, 2017. –––––❖––––– RUSSELLVIL­LE — Betty S. Johnston Schwartz, 81, of Russellvil­le, passed away on Thursday, May 18, 2017 in Fort Smith, Arkansas. The daughter of Roy and Minnie Johnston, she was born April 6, 1936 in Russellvil­le. She married Richard “Dick” Schwartz on June 15, 1957 in Russellvil­le. She graduated Russellvil­le High School and attended Arkansas Tech University. She retired after 46 years with Tyson Foods (formally Fox Deluxe Foods). She was member of St. John’s Catholic Church in Russellvil­le.

She was preceded in death by her twin daughters, Stacey and Tracey Schwartz; her parents; and her three brothers, Raymond, Herman, and Bill Johnston. She is survived by her loving husband of 60 years, Dick Schwartz; sisters-in-law, Bonnie and Kitty Johnston; and numerous nieces and nephews.

–––––❖––––– STUTTGART — William Richard Bullard, 89, of Stuttgart passed away Thursday, May 18, 2017. Mr. Bullard was born Jan. 4, 1928, in Marmaduke, Ark., to Clarence and Verna Bradsher Bullard. He attended Arkansas State Teachers College in Conway and was a retired draftsman. His many passions, just to name a few, included photograph­y, art, archiving history, volunteeri­ng at the Grand Prairie Developmen­t Center and Museum of the Arkansas Grand Prairie, and attending Stuttgart Senior Center.

Besides his parents, he was preceded in death by his wife, Vera Darlene Stipp Bullard; and grandson, Jake Spivey. Survivors are daughters, Marcy Pierce (Merle Anders) of Casscoe and Cindy Spivey (Robert) of Wiggins, Miss.; sister, Jackie Bullard Allen of McKinney, Texas; three grandchild­ren, Candace Pierce Prine (Bret) of Stuttgart, Dawn Spivey Bramlett (Bucky) of Conway and Laine Spivey Taylor (Ronnie) of Hattiesbur­g, Miss.; and five great-grandchild­ren, Hayden Prine, Braden and Briggs Bramlett and Ethan and Lillian Taylor.

LAYTON, Utah — Barbara Jean Forrest Mellor passed away peacefully on May 21, 2017 at Fairfield Village Retirement Center. The Mellor family wishes to thank the staff of Fairfield Village and Summit Hospice for their loving care of Barbara during the last 3 1/2 years of her life. She truly considered it her home.

Barbara was born to Robert Wilson and Hilda Rhodes Forrest on December 27, 1925 in Brigham City, Utah. She was the third of 5 siblings: Robert, Lela, Barbara, Dee and Don.

She graduated from Utah State University with a degree in Elementary Education where she met and married fellow student Jesse Lynn Mellor.

Barbara and Lynn lived in five different states while Lynn pursued his education and their profession­al life. Each one of their five children was born in a different state.

From 1982 to 1985, Lynn and Barbara served as Mission President and wife in the Montana, Billings Mission. After Lynn’s death in 1992, Barbara served another mission in Bangkok, Thailand.

After her return from Thailand, Barbara moved to her condo in Farmington, and eventually to Fairfield Village where she spent the last years of her life.

Barbara is survived by her five children and their spouses: Ann (Ronald) Woolley, Jean (Rick) Weinert, Robert (Claire) Mellor, Roy (Patrice) Mellor and John (Kelsi) Mellor. She is also survived by 19 grandchild­ren and 37 great-grandchild­ren.

Funeral services will be held Saturday, May 27, 2017 at 11 a.m. at the Russon Mortuary, 1941 N. Main St., Farmington, where friends and family may call from 9:30-10:30 a.m. prior to the service. Interment: Lehi City Cemetery. Online guest book at www. russonmort­uary.com.
