Here’s what you need in the way of paperwork to obtain a “Voluntary Enhanced Security Driver’s License.” Asterisks (*) denote printed electronic copies are acceptable.
Proof of legal presence in the United
States as well as proof of identity (at least one):
U.S. Passport/U.S. Passport Card (must be valid/non-expired)
U.S. Birth Certificate of Birth/ Birth Abroad (U.S. only — no birth cards accepted). Must be original or certified copy, have a raised seal and be issued by a state’s Bureau of Vital Statistics or state Board of Health.
Photo Document from the Department of Homeland Security, U.S. Citizenship and Immigration Services (no border crossing cards).
U.S. Visa with valid foreign passport
Employment Authorization Card Immigration and Naturalization Service documents — Certificate of Naturalization (N-550, N-570, or N-578); Certificate of Citizenship (N-560, N-561, or N-645); Resident Alien Card/Permanent Resident Card (I-151, I-551, AR-3, AR-3A, or AR-103)
Note: If your name is different from the one on your birth certificate, you will need to supply a document showing the changed name — e.g., marriage license, divorce decree — specifically stating that you may change your name, or a court order for name change (name change affidavits may be accepted for missing linking documents) Secondary proof of identity (provide one):
Current driver’s license, in or out of state Out-of-state ID
Photo work/school ID Concealed handgun license Pilot’s license
Vehicle registration/title Certified school record/transcript/home-school notice of intent form
Prison release document/sentencing order
Bureau of Indian Affairs Card/ Indian Treaty Card (tribal ID card is acceptable)
Military ID/ military dependent with photo
Court order (must be sealed) Armed Forces discharge papers (DD214).
Health insurance card (issued by insurance company) — Medicare/Medicaid are acceptable, as are ARKids, up to age 19.
Tax document received from the Internal Revenue Service Marriage certificate/license Parent affidavit (parent/guardian must appear in person, prove his/ her identity regarding the child’s identity). Proof of Social Security number (must provide one):
Social Security Card (name must be the same as on driver’s license, ID)
W-2 form with applicant’s name and full Social Security number
Form 1099 with applicant’s name and full Social Security number
Pay stub with the applicant’s name and full Social Security number Proofs of Arkansas residency (submit two):
Paycheck, stub or earning statement with your employer’s name and address issued within the last six months*
A utility bill for water, gas, electricity or land-line telephone service issued within the last six months, including cable and Internet services; mobile phone bills issued within the last six months*
An account statement from a bank/financial institution or brokerage house issued within the last six months, including savings, checking, money market and brokerage accounts* The following documents must be originals, addressed to the individual at the current Arkansas address:
Deed/title, mortgage, rental/ lease agreement for Arkansas property (lease must include landlord’s name and contact information)
Current valid homeowner’s, renter’s or motor vehicle insurance policy dated within one year
Valid Arkansas hunting or fishing license
Valid Arkansas Concealed Handgun Carry License
Personal property tax receipt or invoice
Certified school record or transcript identifying the person by name and current address and issued for the current school year
College enrollment documentation or Form 2019 (Certificate of Eligibility for Exchange Visitor [J-1] Status) with a current Arkansas address.
