2nd man jailed in ’17 shooting of LR teenager

He’s also charged in ’15 killing

A man charged in a 2015 murder was the second person arrested in the last week in connection with a 2017 shooting that left a 17-year-old with a gunshot wound in the chest, according to court documents.

Kameon “Floca” Parker, 20, was arrested Monday on a charge of first degree felony battery stemming from an incident in November 2017 when Parker and James “Otm Jayy” London, 18, reportedly shot a 17-year-old Little Rock teen in the chest, according to warrants for Parker’s and London’s arrests.

Parker is currently facing charges of capital murder in the death of 31-year-old Roy Dell Smith, who was shot in the torso on Sept. 24, 2015, according to Garland County court records. One of the two men also charged in Smith’s death pleaded guilty to reduced charges last year and received a 30-year sentence.

Parker’s murder charges are pending in Garland County’s circuit court.

Parker’s and London’s arrests for the 2017 shooting come after their reported victim, Shamar Rawls, 18, gave investigat­ors informatio­n about the shooting while being held on assault and theft charges, according to court records.

On Nov. 29, officers responded to a report of a shooting on Asher Avenue and found Rawls with a gunshot wound in his chest, the warrant said. A house and vehicle had also been struck in the gunfire, according to court documents.

An ambulance took Rawls to Arkansas Children’s Hospital, where the then-17-year-old told officers he did not want to press charges against his assailants, according to Parker’s warrant.

While still investigat­ing Rawls’ shooting, officers said a second man, Parker, went to UAMS Hospital with a gunshot wound in his right buttock. Parker told officers he was injured in the area of Interstate Park, that he did not know who shot him, and that two people in a white Nissan Altima “just happened to be in the area” and gave him a ride to the hospital.

Parker, too, did not want to press charges, according to court documents.

Last month, officers interviewe­d Rawls after he allegedly stole a man’s bicycle and returned later to threaten the man with a gun and throw a rock through his window, according to police reports. Rawls was later charged with aggravated assault and terroristi­c threatenin­g in the incident.

On that date, a warrant was also issued for Rawls in a July robbery in which Rawls reportedly attacked and robbed a man on South Cedar Street, court records indicate.

During the interview with officers, Rawls said he wanted to press charges for the 2017 shooting incident.

Rawls told investigat­ors he changed his mind because “he felt like the two suspects needed to be taken off of the streets.”

Rawls said “Floca” and “Otm Jayy” got out of a light-colored Nissan Altima and began firing at him and another man. Floca and Otm Jayy were later identified as Parker and London, court documents said. Rawls also picked the two men out of a photograph­ic line up, officers reported.

Rawls told police that he had not fired his weapon, and that only his companion had returned fire, but a witness told police on the night of the shooting that she had seen Rawls initiate the gunfire, court documents said.

Officers noted in the warrant that Rawls and Parker described a similar vehicle in their statements, and arrested London on Sept. 27 and Parker on Oct. 1.

James London was in the Pulaski county jail with a $200,000 bail set as of Wednesday evening. Parker was in the jail on bail set at $100,000.
