■ Governor Brough addressed a capacity audience at the Royal theater yesterday afternoon on the subject “America’s Spirit of Thanksgivi­ng and Thankslivi­ng.” The occasion was the first of a series of Sunday afternoon men’s meetings to be held at the Royal theater under the auspices of the Little Rock Y. M. C. A. The governor said that our country at this time should be especially thankful for our democratic form of government and our constituti­on upon which it is founded; for our abundant resources which not only enabled us to win the war, but which will also tide us over the perilous period of reconstruc­tion; for the fact that America is a Christian nation, and as such is anxious that the whole world shall enjoy the same blessings of liberty and democracy.

Nov. 18, 1968 CUMMINS PRISON FARM — Gary Haydis, the Cummins Prison Farm assistant superinten­t who fired birdshot into a crowd of striking prisoners October 14 is resigning, Superinten­dent Victor C. Urban said Sunday. Urban said he had not received Haydis’ letter of resignatio­n but that Haydis was returning to the institutio­n in California at which he had worked before he came to Arkansas. … Haydis was the subject of controvers­y after he and guards fired shotguns loaded with birdshot into a crowd of prisoners who had refused to work. Twenty-four prisoners were injured but only one seriously.

■ State regulators Wednesday gave the go-ahead for a restaurant-piano bar to open in the Hillcrest area despite complaints the establishm­ent would bring noise, trash and parking problems with it. The Alcoholic Beverage Control Board voted 5-0 to grant a restaurant mixed-drink permit to Evelyn Kreth. Kreth plans to open Kavanaugh’s at 2601 Kavanaugh Blvd., the former location of Pappy’s Midtown Grill. Changes in state regulation­s last summer allowed the board to grant the permit even though Kavanaugh’s will be located within 300 feet of Pulaski Heights Presbyteri­an Church. … The Rev. Van Edington presented the ABC Board with a letter from Pulaski Heights’ governing board citing concerns about the safety of people who use the church building at night. The letter also said a lack of off-street parking would prompt patrons of Kavanaugh’s to use the church’s Walnut Street parking lot. The letter also stated that Kavanaugh’s does not belong in a “family neighborho­od community such as Hillcrest.”

Nov. 18, 2008 CONWAY — The University of Central Arkansas declined on Monday to release names of students given presidenti­al discretion­ary scholarshi­ps despite a federal provision allowing informatio­n about “honors and awards” to be released without student or parental consent. … Tom Courtway, UCA’s interim president … said UCA needs to cut back substantia­lly on its presidenti­al discretion­ary scholarshi­p program. He said about half or more than half of those scholarshi­ps totaling almost $1.6 million since fall 2006 were given based on no criteria such as academics or financial need. He said his two sons got such scholarshi­ps one semester totaling more than $7,000 while he was not working at UCA.
