■ Following the explanation by Judge John W. Wade of the First Division Pulaski Circuit Court in both House and Senate of his remarks made in instructing the Grand Jury, stormy sessions resulted in both houses which led to the House’s withdrawal from the Senate of the articles of impeachment, and the adoption in the Senate of a resolution which invites a Grand Jury investigation of the conduct of senators.

■ Governor Bumpers outlined a construction program costing $24 million in state funds to the House-Senate Joint Budget Committee Wednesday and asked for authority to spend unused balances in the accounts of many state agencies to help finance it. “We’ve done very little construction in the last two to four years, and we are way behind,” the governor said. He asked the Joint Budget Committee to make a number of changes in the allocation of funds through the Revenue Stabilization Law to give construction a higher priority. The construction program would cost a total of $57.1 million, including federal funds, money from revenue bonds and other sources.

■ Little Rock’s been through this before. A restaurateur wants to open across the street from War Memorial Stadium in an area the city’s land-use plan designates for offices. Objections come from Hillcrest residents who border the development to the north. The city Board of Directors hems and haws. The fight moves to the courtroom. The restaurant wins. That’s how a McDonald’s turned up there in the 1970s, and a Wendy’s in the 1980s. Now someone wants to replace an office building with a Waffle House and the fight has begun again. The city may have intended the strip of West Markham from Cedar to Van Buren streets to develop as a solid row of offices, but it allowed a hodgepodge of commercial and business buildings.

■ Sensing that his homeless outreach headquarters didn’t have enough support, Dennis Beavers asked the Capitol Zoning District Commission on Thursday to delay a vote until March 31. His request, and their approval, came after nearly two hours of public comment and discussion on Beavers’ plans to house at 200 W. Roosevelt Road the administrative offices of A Family Called Us, an organization that operates the Soar Network. A conditional-use permit needed approval from at least five of nine commissioners.
