Carroll man charged in hit-run that proved fatal
A Westminster man has been arrested and charged in a hit-and-run crash in Baltimore County that happened last Monday afternoon. One of the occupants involved in the crash died Sunday afternoon. Sandra Janette Watkins, 77, of Hampstead was a passenger in a GMC Yukon involved in a three-car collision on Interstate 795/ Butler Road and Westminster Pike last Monday. According to police, a 1993 Ford ran a red light while traveling west on Westminster Pike. The Ford was hit by a car traveling north on I-795 on a green light, causing the Ford to strike the Yukon that Watkins was traveling in as it was making a left turn from I-795 onto westbound Westminster Pike. The Ford then fled west on Westminster Pike and was later located by Maryland State Police in Carroll County. The driver, identified as Jay Michael Perkins, 56, of the 700 block of William Ave. in Westminster, was arrested in Carroll County and charged for the hit-and-run crash in Baltimore County, as well as additional charges for violations committed in Carroll County. No lawyer for Perkins was listed in online court records. Watkins declined medical attention at the time of the crash but began to feel ill the following day. She was taken to Sinai Hospital, where she died Sunday afternoon. The Baltimore County Police Department Crash Investigation Team will continue to investigate all the factors in the crash and present its findings to the state’s attorney’s office for Baltimore County for review, at which time Perkins might face additional charges.
