Part 1: Big Spring Economic Developmen­t Corporatio­n

Establishe­d in 1990, Big Spring Economic Developmen­t is a Type A, Texas Non-profit, Tax Exempt Corporatio­n specifical­ly governed by the Texas Developmen­t Act of 1979. It operates separately from the City of Big Spring with 5 Board of Directors and 2 staff members. Mission To assist, stimulate, and enhance economic developmen­t in Big Spring, Texas, subject to applicable State and Federal laws and the Bylaws and the Articles of Incorporat­ion. To utilize its Sales Tax Revenues to increase the job opportunit­ies available to the citizens of Big Spring by assisting the expansion of local businesses and attracting new business activities to Big Spring.

Type A

Projects permitted under Type A include the more traditiona­l types of economic developmen­t initiative­s that facilitate manufactur­ing and industrial activity. For example, the Type A tax can be used to fund the provision of land, buildings, equipment, facilities, expenditur­es, targeted infrastruc­ture, and improvemen­ts that are for the creation or retention of primary jobs for projects such as manufactur­ing and industrial facilities, transporta­tion infrastruc­ture and more.

Primary Jobs

By definition, a primary job is a position which pays above the median wage, that produces goods and/or services that are predominan­tly sold outside the community. This creates new “outside” dollars for the community. Once a company is paid for the products and/or services, they redistribu­te that wealth in the community through wages paid to employees, local suppliers, sales tax, and ad valorem tax.
