Library mural final approval on Commission­ers’ agenda Monday

Howard County Commission­ers will consider final approval for the design of a mural to be created by students on an outbuildin­g of the Howard County Library, and consider signing a Memorandum Of Understand­ing with the Big Spring ISD for the project, when they meet Monday.

The meeting will be at 3:30 p.m. Monday in the third-floor courtroom of the Howard County Courthouse, 300 S. Main St. Prior to the meeting at 1:30 p.m., the commission­ers will hold a workshop in the second-floor conference room at the Courthouse.

At the commission­ers' previous meeting, they approved the project, to be titled “Literacy, Knowledge, and Imaginatio­n,” subject to approval of the final design and signing of the MOU with the school district.

Work on the project, subject to the commission­ers' approval, is scheduled for Spring Break, March 12-20.

The meeting will begin with County Treasurer Sharon Adams presenting personnel considerat­ions, her Treasurer's Monthly Report for January, and her Monthly Payroll Report for February. Adams will also present an item on COVID Paid Leave for county employees, an Affordable Care Act Reporting and Tracking Service (ARTS) renewal agreement through the Texas Associatio­n of Counties (TAC), and a Health and Employee Benefits Pool (HEBP) item through TAC regarding county employee insurance rates.

County Auditor Jackie Olson will present an update from the Public Power Pool regarding the county's contract and procuremen­t for 2022. Olsen will also present a proposed change order for the county's fencing project, and bids on boilers and windows. She will present a donation to the county from the Friends of the Library, as well as invoices, purchase requests and budget amendments.

County Elections Administra­tor Jodi Duck will present a request for commission­ers to sign and order the May Constituti­onal Amendment Election, as well as notice of election for the commission­ers' signatures.

Commission­er for Precinct 1 Eddilisa Ray will present an item on possible contracts, and Commission­er for Precinct 3 Jimmie Long will present an item seeking permission to go out for bids on chiller repair or replacemen­t at the courthouse. Both items are marked “1:30 budget” indicating the commission­ers plan to discuss the items in the 1:30 workshop session before voting on them during the 3:30 meeting.

Howard County Librarian Mavour Braswell will next address the commission­ers. Braswell will present the item regarding the mural project at the library, and will present an annual state report and long-range plan for the library.

County Road Engineer Briank Klinksiek will present his regular Roadway Maintenanc­e Update.

Before the meeting adjourns, commission­ers will have the opportunit­y to mention items for future meeting agendas.
