Borger City Council approves Incentive Agreement with HTeaO Borger
The Borger City Council approved Resolution R-027-21 authorizing Chapter 380 Economic Development Incentive Agreement between the City of Borger and Be You TeaFul Borger, LLC, DBA HTeaO Borger at Tuesday’s meeting of the
council.
Borger, Inc. Executive Director Katie Lingor stated, “On Wednesday, August 11, 2021, the Borger, Inc. Board of Directors voted to recommend approval of this 380 agreement.”
According to Lingor, “After purchasing approximately 1 acre along W. Wilson Street for the construction of a new HTeaO, Frank Hopson of BeYouTeaFul Borger, LLC dba HTeaO Borger (hereinafter “HTeaO”) approached the City and Borger, Inc. in early June 2021 about the possibility of incentives for the extension of Roosevelt Street. The section of road that HTeaO plans to build will allow for access to their food & beverage establishment while also connecting surrounding property to a public street and W. Wilson/Highway 136 access. HTeaO has requested 50% reimbursement for the construction of approximately 200 linear feet of public roadway. The estimated total cost of the Roosevelt Street extension is approximately $105,000.”
The City of Borger would partially reimburse HTeaO.
Lingor also said “Based on an Estimate of Probable Costs provided by Centerline Engineering & Consulting, LLC, HTeaO estimates that it will cost approximately $105,000 for the design and construction of a TxDOT-approved access point on W. Wilson Street, and approximately 200 linear feet of Roosevelt Street. If City Council approves a Chapter 380 Agreement
with HTeaO for a 50% reimbursement of total project costs, the City of Borger will reimburse HTeaO for approximately $52,500.00.” The agreement is also capped at a maximum of $60,000 obligation (due to cost changes).
