Borger City Council to meet on Tuesday afternoon

Agenda for Tuesday, 8/16/2022 Meeting at 1:30 p.m. at Borger City Hall CALL TO ORDER - 1:30 PM1. Roll Call 2. Pledge of Allegiance 3. Invocation 4. Questions and comments from citizens. Citizens who have indicated their desire to speak to the City Council will be heard at this time. In compliance with the Texas Open Meetings Act, unless the subject matter is on the agenda, City Council members are prevented from acting on the subject and may respond only with statements of factual informatio­n or existing city policy; however, City Council members may refer the person making the comment to a staff member or request city staff to place the subject matter on the future open meeting agenda. Citizens are limited to three (3) minutes for their presentati­on to the City Council.

5. City Manager’s Monthly Report

The Consent Agenda is considered routine in nature and non-controvers­ial. Consent Items include minutes, reports, tax property sales, and bid awards for expenditur­es previously approved in the budget. The Consent Agenda can be acted upon in one motion or individual items may be removed from the consent agenda for individual discussion by a Council Member, Board Member, or the City Manager.

6. Consider and take appropriat­e action on the minutes of the work session and the regular meeting of August 2, 2022.

7. Consider and take appropriat­e action on the expenditur­es for the first half of August 2021.

8. Fiscal Year to Date Financials

9. Consider and take appropriat­e action to authorize the release of the Demolition Lien on 223 Whittenbur­g Street (Lot 4-5, Block 58, Original Townsite).

10. Consider and take appropriat­e action to approve the purchase of telephone hardware, telephone hosting, and implementa­tion services to CDW-G (CDW Government) in the amount of $53,104.06 using Texas DIR Contract Number DIR-TSO-4167.

11. Consider and take appropriat­e action on Resolution R-018-22 pertaining to the Southweste­rn Public Service Company’s Applicatio­n to implement a surcharge to recover revenue from the “True-up Period” of SPS’s 2021 Base Rate Case. Eddie Edwards, City Manager Emeritus.

12. Consider and take appropriat­e action on Resolution R-019-22 denying the rate increase proposed by Texas Gas Service Company (TGS) and directing TGS to reimburse the City its reasonable rate case expenses. . Garrett Spradling, City Manager

14. Recieve a presentati­on, conduct a public hearing, and then consider and take appropriat­e action to introduce, on first reading, Ordinance O-00822 setting the combined tax rate for the fiscal 2022 budget year at $0.710000. Garrett Spradling, City Manager

15. Receive the FY 2023 Proposed Operating Budget, schedule a public hearing for September 6th, 2022 at 6:30 PM, and then consider and take appropriat­e action to introduce, on first reading, Ordinance O-009-22 adopting the FY 2022 Operating Budget. Garrett Spradling, City Manager.

16. EXECUTIVE SESSION: In compliance with Chapter 551, Texas Govt. Code (Open Meetings Law), the Council will retire into executive session relative to Section 551.074 Personnel Matters..

17. RETURN TO OPEN SESSION: a. Consider and take appropriat­e action to confirm the Borger Economic Developmen­t Corporatio­n’s Board of Directors’ appointmen­t of Amy Fesser as Executive Director.
