Looming loopholes

So it’s the citizens who make over $400,000’s fault the deficit is so high, they are not paying enough in taxes. Isn’t it Congress that writes the tax laws and the loopholes that are used? So Congress, stop finger pointing, you’re the reason loopholes exist.
