Lincoln’s Almond to seek re-election
LINCOLN – Town Administrator T. Joseph Almond announced his intent to seek another term on Wednesday while pointing to his efforts to work with the town’s other elected officials to maintain balanced budgets and refrain from “unwarranted tax increases.”
Almond is currently serving his sixth two-year term as administrator.
“It is my privilege to announce that I will seek re-election this November to serve another term as your town administrator,” Almond said in his announcement.
“Over the past 11 years, working cooperatively with all elected of- ficials, we have achieved fiscal stability, made prudent investments in our municipal and school buildings, and enhanced the quality of life throughout our community,” Almond said.
“We have achieved balanced budgets for the past 11 years and protected local property-tax payers from unwarranted tax increases. In addition, we have been able to build and maintain an ample surplus fund balance while achieving one of the highest bond ratings available to a municipality,” he said.
Almond noted that in 2008, the town took “an important step to responsibly budget” gaming revenue from Twin River Casino.
“With the support of the Town Council, all gaming revenue from Twin River Casino in excess of the 2008 budget allocation was directed away from annual operating budgets and restricted to fund capital improvements. In 2015, gaming revenue was further restricted to provide financial protections from potential future budget shortfalls in gaming revenue with the anticipated arrival of Massachusetts casinos,” he said.
“As a result of this financial planning, we have been able to fund millions of dollars in responsible capital investments throughout our town buildings, schools, parks, roads, and supporting infrastructure. This has allowed us to avoid the added cost associated with borrowing and provide for long term tax stabilization,” Almond said.
Over the next three years, Almond said the town will begin major renovations and add new additions to its high school campus.
“As a result of prudent financial planning, this important project is projected to have a minimal impact on our local tax levy while having a positive impact on homeowner value,” Almond said.
“I have been fortunate to work with many outstanding elected and appointed officials that have contributed to the success of our wonderful community,” Almond said while announcing his election hopes. “It has been my honor and privilege to work for all Lincoln voters and residents over the past eleven years. In seeking re-election, I hope I have earned your trust and continued support to serve another term as your Town Administrator,” Almond said.
