High-risk sex offender charged with failing to register address
WOONSOCKET – A sex offender who’s listed in the state registry at the highest risk for committing new crimes was arrested for the third time this year last Thursday for failing to keep authorities apprised of his address.
Larry Devine Moore, 48, was arrested on a North Smithfield police warrant for the offense when he reported to the Office of Probation and Parole on Pond Street, police reports say.
Following an appearance in Sixth District Court, Moore was ordered held without bail at the Adult Correctional Institutions for violating his probation on one of the prior offenses, according to the judiciary’s web site.
His latest arrest report lists Moore as a resident of Woonsocket without a permanent address.
The Parole Board & Community Notification and Sex Offender Unit lists Devine as a Level III sex offender.
“The Board and/or the court has determined that this individual is a high risk to re-offend and that the degree of dangerousness posed to the public is such that a public safety interest is served by providing this information...” the agency says on its web site, next to entry for Moore that includes a booking photograph.
Moore has several convictions for sex crimes in two states.
In 2000, he was convicted of first-degree sexual assault and kidnapping. The victim in the case was a 25-year-old woman who was a stranger to Moore, according to the sex offender unit.
Moore was also convicted of raping a 25-year-old stranger in Massachusetts in 1994. He’s also been arrested on multiple occasions for failing to notify authorities of a change of address since 2010, including three times since February alone, according to the judiciary’s database.
He is due back in court on Oct. 24 for violating his probation following a conviction on one of the offenses.
