Garry McCarthy was one of the earliest candidates to declare a run against Mayor Rahm Emanuel, before he made the surprise decision in September that he would no longer seek to serve a third term. The native New Yorker ran the Chicago Police Department under Emanuel for more than four years before the mayor fired him in December 2015 amid the fallout of the Laquan McDonald fatal police shooting scandal.
