Carson passes agreement to expedite project
Numerous revitalization attempts over the decades for the former landfill site have failed
An agreement designed to entice developers back to a dormant mall project at a former Carson landfill, with the goal of facilitating its construction, has been formalized.
The deal, through which Carson will provide a $26 million subsidy to redevelop a portion of the 157-acre former Cal-Compact Landfill — one of the largest undeveloped land areas in Los Angeles
County — required the City Council to vote for its approval two separate times.
The second, pro forma, vote happened last week. The first vote happened on Dec. 19.
Despite numerous attempts by various developers over the decades, plans to revitalize the former landfill site, along the southwest side of the 405 Freeway, have all faltered because of substantial remediation costs.
In 2018, the city entered an agreement with Cam-Carson,
LLC, a joint venture between mall developers Simon Property Group Inc. and Macerich, to develop a portion of the site into a premium outlet mall. But the project has experienced several delays since then because of a legal disputes between the city and Cam-Carson.
But last year, Cam-Carson and the city struck a deal to settle all outstanding litigation and amended the development agreement to transfer responsibility for remediation to the developers.
