City moves to collect unpaid Pike Plan fees

Property owners in Uptown Kingston’s Pike Plan area could have maintenanc­e money that they owe added to their 2018 tax bills.

The outstandin­g amount to be billed to businesses on the canopied sections of Wall and North Front streets totals $3,632.06 and is to be the last Pike Plan money collected.

The matter was discussed at a Common Council caucus on Monday and still must be acted on by the full council, which was scheduled to meet Tuesday evening.

The charges, if approved by the council, are to be added on the tax bills of nine properties on Wall Street and six on North Front Street. They include a total of $3,391.28 in unpaid fees and $240.78 in penalties.

“The city of Kingston has billed these property owners and notified them that the charges would be added to the 2018 taxes if not paid,” Alderman Douglas Koop said Monday.

Koop, D-Ward 2, said the money owed dates to 2016.

The council voted in September to end Pike Plan maintenanc­e fees and in October dissolved the commission that had been charged with oversight of the canopies.

The sidewalk canopies were erected in the early 1970s and overhauled during a two-year period beginning in 2011.

Following the repairs six years ago, some business owners complained about drainage problems that allowed water to seep into their stores.
